OPERATIONAL

The General Assembly meets annually on a regular session convened by its President. Extraordinary sessions may be gathered on the special request of a majority of members or upon request of the Executive Board.

The General Assembly is called at least 15 days before the date due for its meeting. Its decisions are taken by the majority of attending members, who have paid off their fees more than two months prior to the date of meeting.

Voting is expressed by raising hands and each member owns one vote. In case of a specific request expressed by any member, voting may be held silently under the form of a secret ballot. Should a tie-case occur, for reasons of stability and continuity, the President has a casting vote. No member may hold more than one procuration.

Decisions of the General Assembly are taken on the basis of a mere majority among present members for routine matters. A majority of two thirds of the votes on matters concerning a change of the statutes or rules of procedures, affiliation and dissolution of the Association.

The Association is governed by a Board, whose members are elected by the Board of Directors. This Board is appointed by the Annual General Meeting. Beside its founding members, all other members are elected for a renewable term of three (3) years. The Board would meet twice a year on the invitation of its President. If necessary, it may meet on a dedicated extra session.

The Presidency of the Association is known as collegial: it consists of 4 members, the President changes every nine months. The three Vice-President are to replace President by rotation. This rotation reputedly takes place in the following order: 1 / President, 2 / Vice President - Secretary, 3 / Vice President - Treasurer, 4 / Vice President.

Every nine months, the No. 1 passes to No. 4 and its role becomes to assist the new President (former vice president - secretary) in his office. Consequently # 2 switches to position 1, # 3 to position 2, and # 4 to position 3,

At the end of a 3-year term of office of the Board of Directors, the First President will recover his or her chair to preside over the Annual General Meeting. Additional provisions or guidances may be concluded freely between members of the Association on a General Meeting.
